how to set ap_scan for wpa_supplicant?

For using my PC as a wifi hotspot, connecting to the hotspot is erratic. After repeated tries, it eventually connects. There is a warning in the journal:

"wpa_supplicant[1045]: Note: nl80211 driver interface is not designed to be used with ap_scan=2; this can result in connection failures" and
"NetworkManager[885]: <info> [...] sup-iface[...,wlp2s0]: config: set interface ap_scan to 2".
I added the line "ap_scan=1" to /etc/wpa_supplicant/wpa_supplicant.conf, but the journal warning does not change, and still says "config: set interface ap_scan to 2".

Any insights?

I would to some extent disagree that the message is harmless - it raises an unnecessary concern for the user, particularly when there isn't any followup message showing that the condition has been corrected. But I guess there are too many bigger problems to address.

Also, my connection problems have mysteriously disappeared - presumably due to some package upgrade.
