vsftpd can log in as anonymous but not as a user

I can log in as anonymous but not as a user. My config file does have
pam_service_name=vsftpd local_enable=YES -- I also have a file in /etc/pam.d/vsftpd

I guess firewall is okay since anonymous works? I never see any messages in '/var/log/secure'
from pam when I try to login.

Oh wait, never mind. I found the issue in common bugs.
