What's the protocol?

Hi there,
Can someone tell me what the accepted protocol is for making package suggestions for Fedora?

I'd like to suggest to the maintainers of opencv-devel and lua-devel that they include the static link libraries, lib*.a -- or, at least, add packages containing the static link libs. Both of these packages are in Fedora-extras.
