Does adding an ups to nut require reboot?

I just replaced my old APC SUA1500 with a Cyberpower CP1500PFCLCD.
To do that I dnf removed the apcupsd stuff and installed nut and nut-client.
I only put in the nut.conf file this edit:
and in ups.conf
         driver = usbhid-ups
         port = auto
         desc = "workstation"
but no matter what I did I couldn't get a good start with systemctl enable nut-server.service and systemctl start nut-server.service

I was getting an error about how it couldn't create a file in /var/run/nut so after a while I just quit on that and did a 'dnf update' and rebooted. I then found the systemctl status on nut-server was fine and I was finally seeing good results in the 'upsc cps' command. So I'm wondering is there some known reason why this won't work without rebooting or maybe this is weird unique to cyberpower issue. Some people were complaining about the usb interface raising and dropping over and over but I didn't seem to see that problem.
