Unhappy tomcat6 permission denied

i hav installed fedora 14 (i386)..
i have the latest tomcat installed..
i'm unable to edit the tomcat-user.xml...it says access denied..i want to add user..i'm unable to do that..
i get this error even though i login thru root...help me out..

this is what i get..

[root@root ~]# /etc/tomcat6/tomcat-users.xml
-bash: /etc/tomcat6/tomcat-users.xml: Permission denied

and my tomcat-users.xml contains--

This is not an executable. Try
vi /etc/tomcat6/tomcat-users.xml
or any other text editor of your choice ;-)
