Help With Inkscape and Fedora13

Fedora12 I get in the top menu
File edition see order layer line help text effects
in fedora13 out and I do not know why, nor how to activate it, the same happens to me bluefish

Sounds like: the Menu Bar is missing in InkScape F13 ('File Edit View Layer Object Path Text Effects Whiteboard Help'). Sometimes pressing the [F9] key will restore a hidden menu bar.
