Does system upgrading by DNF fix brocken elements of system ?

Hi. I would like to ask: does upgrading Linux system like Fedora from version to next version by terminal will fix brocken elements that could be resulted - I mean brocken elements - from, for example, un appropriate shutdown .....

Most likely yes, if the components being upgraded have pre-requisites that also have to be upgraded. If the pre-requisites are missing, I would think that the upgrade would download the most current copy.
The upgrade probably works like this
1) download xxxx.new
2) rm xxxx
3) mv xxxx.new xxxx

It may not even do thr step two, as that is implicit in step 3.
