Missing the System tab on the menu

I just installed F15 on my system and for some reason the system tab is missing. The only thing that shows on my menu is Applications and Places.

I had to install the alacarte package. I figure that F15 would have it already like the previous versions of Fedora.

You are probably in Gnome 3 Fallback mode.
System Settings entry should be under your username at the right.
