SDHC formatting help needed.

I have an 8GB SDHC flash card I'd like to format into two partitions. One needs to be about 1-5MB FAT16, needs to be bootable, and needs to be at the beginning of the card, The other needs to fill the card and be formatted to FAT32.

The card is showing up at /dev/mmcblk0p1

I can mount, read, and write information using dolphin. GParted and QTParted do not recognise the card.

What other utilities might I use to format my card?
