Baloo-file-extr is a problem child in Fedora-30

Fedora-30.
balooctl disable ,disables baloo, If you run balooctl status, it shows you that it is disabled. It shows the same results even after Rebooting the computer.
top, baloo-file-extr is chewing up the CPU time and memory around 50% and slows down Fedora quite a bit.
I don't understand why, when it shows baloo-file-extr is disabled.
Whats the problem?

I have Baloo-file-extr disabled, but why is it still running.
