    systemd: no user slice created for normal users

    On my F28 box, when a user logs onto the machine, systemd creates a user slice

    Code:
    $ systemd-cgls --version
    systemd 238
    +PAM +AUDIT +SELINUX +IMA -APPARMOR +SMACK +SYSVINIT +UTMP +LIBCRYPTSETUP +GCRYPT +GNUTLS +ACL +XZ +LZ4 +SECCOMP +BLKID +ELFUTILS +KMOD +IDN2 -IDN +PCRE2 default-hierarchy=hybrid
    $ systemd-cgls /user.slice
    Control group /user.slice:
    -.slice
    ├─user.slice
    │ └─user-500.slice
    │   ├─user@500.service
    ...
    │   ├─session-2.scope
    │   │ ├─ 2005 lightdm --session-child 12 19
    │   │ ├─ 2028 cinnamon-session --session cinnamon
    │   │ ├─ 2179 /usr/bin/ssh-agent /bin/sh -c exec -l /bin/bash

    However on F29 the user slice is ONLY created when root logs in:
    Normal user:
    Code:
    $ systemd-cgls --version
    systemd 239
    +PAM +AUDIT +SELINUX +IMA -APPARMOR +SMACK +SYSVINIT +UTMP +LIBCRYPTSETUP +GCRYPT +GNUTLS +ACL +XZ +LZ4 +SECCOMP +BLKID +ELFUTILS +KMOD +IDN2 -IDN +PCRE2 default-hierarchy=hybrid
    $ systemd-cgls /user.slice
    Control group /user.slice:
    $
    Root user:
    Code:
    # systemd-cgls /user.slice
    Control group /user.slice:
    └─user-0.slice
      ├─session-6.scope
      │ ├─1041 sshd: root [priv]
      │ ├─1050 sshd: root@pts/0
      │ ├─1051 -bash
      │ ├─1072 systemd-cgls /user.slice
      │ └─1073 less
      └─user@0.service
        └─init.scope
          ├─1044 /usr/lib/systemd/systemd --user
          └─1045 (sd-pam)
    Is there some configuration that is missing?
