    Does Fedora need restart ?

    Is it possible to find out it after Fedora upgrade ? (with exception of kernel upgrade)

    You can have dnf tell you if any process requires restart after update. Just install dnf-plugin-tracer. (or dnf needs-restarting). Looks like this after dnf update

    Code:
    You should restart:
      * These applications manually:
          tracker-extract

    For most applications or updates, as an aside to kernel or some system areas /usr/bin and for software that you can determine is global, you can defer the reboot of Fedora. I get application patches and I do not restart Fedora. When I next use the application, (firefox for example), the latest version is invoked.

    or you can just run 'tracer' by hand (as root) after an update. there were two other older programs, need-restarting and needs_to_be_restarted.py (one might not have been packaged) that do a similar job.

    not sure as I've never used it, check the manual pages for both suggested plugins

    I had read it before asking here but it did not answered my question.

    I had installed dnf-plugin-tracer before upgrading java-1.8.0-openjdk but it did not tell about necessity of restarting java program.
