Why does timedatectl shows "systemd-timesyncd.service active: yes" when it's not?

    Why does timedatectl shows "systemd-timesyncd.service active: yes" when it's not?

    I've made sure to disable systemd-timesyncd because I prefer chrony. But when I run timedatectl I see this:

    systemd-timesyncd.service active: yes
                     RTC in local TZ: no
    which contradicts what systemctl says:

       Loaded: loaded (/usr/lib/systemd/system/systemd-timesyncd.service; disabled; vendor preset: disabled)
       Active: inactive (dead)

    Any ideas why these two are different?

    I have exactly the same results on a fedora 28 machine with chronyd running.
