when was kernel 4.18 released? the NV drivers might not be caught up yet. I use a heavily customized 4.17.3 so I don't keep track of latest kernel release dates.

2 days ago in fedora 28. I will stay with 4.17 till new legacy NV drivers will be available in repos

not so much conerned about when the F28 repo updated the kernel. kernel.org is the authoritative source for the kernel and patches. In fact, the folks at nvidia are going to be basing their updated drivers on the kernel.org source, not the Fedora/redhat source. I've dumped the Fedora rpmfusion nvidia drivers altogether and just build my NV driver from the nvidia.com site drivers. Same with the kernel. I downloaded a pristine kernel from kernel.org, used the F27 config file on it, made the changes I wanted, and then built it, instead of playing with the Fedora kernel source trees.

in the end, I found the best solution (for me)
I used the repos here for bumblebee https://www.linux.ncsu.edu/bumblebee/ and downloaded the NV legacy drivers (390.87) from nvidia site.

They compile and work with kernel 4.18 .

AFAIK 390.x is not a legacy driver chain. Legacy would be something 340.x or 304.x

390 is the curent mainline driver chain. 396.x is the prototype feature chain.

My mistake. They call them "long live branch" : https://www.nvidia.com/object/unix.html
