I have a fresh install of F27 that I connect to with VNC. When I installed everything I was able to add printers, when i connect with vnc the unlock button is grayed out and the printer I previously installed shows: Does not accept jobs. When I try to unlock the print devices I get a popup saying: System policy prevents changes. I searched and found a post that vnc treats users as inactive login sessions since I was not physically on the machine. It said policykit actions are stored in /usr/share/polkit-1/actions. The only file I could find that mentioned printers was net.reactivated.fprint.device.policy. I changed all the <allow_inactive> to yes, I even changed the allow_any to yes in hopes of being able to unlock and add / manipulate printers. Everything is local and only one subnet. Nothing is blocking to the printer or the printer itself.

How do I edit the 'system policy' to allow my to make changes to devices -> printers when I use vnc?
