Fedora 27 not updating on Power off

For the last few weeks, Fedora 27 has not indicated that there are any updates to apply. Normally it will allow me to reboot, install updates, and then either power off or restart. When I ran a dnf update, it listed hundreds of updates available, so I updated manually. There is a disconnect somewhere. The software app says that it is unable to download updates, so that it probably why it is not offering any.

I am running Fedora 27 4.14.8-300.fc27.x86_64 #1 SMP. Has anyone else noticed this behavior, and have a fix for it?

From your description, i think you are using the GNOME software tool. It may not show or it may be locked up because a previous run did not complete.
do install dnfdragora as sudo dnf install dnfdfagora
dnfdragora is a graphical interface to use with Fedora. If you are comfortable with the comand line option, use dnf.
    sudo dnf upgrade

Unfortunately, that did not resolve the issue. When I run the Software package under Gnome, I get the error "Unable to download updates." I've looked through the log files, and I don't see anything which indicates why it can't download updates.

Please switch to terminal mode and run

    sudo dnf update
    or
    sudo dnf upgrade.

upgrade is the same as as update

Let us now if there are error messages. Paste a few lines from one run here.

I was able to install dnfdragora, and I can manually update my packages. However, I still do not get an option when shutting down that packages are available. The first time I select Power Off, nothing happens. I have to select Power Off a second time before Fedora starts to shut down. I discovered that if I close all of my open windows, then I only need to select Power Off once.
