Post selinux - semodule -r smokeping - failure

today I'm trying to understand where 'vbetool_t' type is coming from as I'm not able to load or remove module -the error:

    semodule -r smokeping
libsepol.print_missing_requirements: local's global requirements were not met: type/attribute vbetool_t (No such file or directory).
libsemanage.semanage_link_sandbox: Link packages failed (No such file or directory).
    semodule: Failed!
    seinfo -t | grep vbe
Maybe I should create 'vbetool_t' type as it does not exist?

I've spent few hours trying to figure this out - any ideas?
