    where is "dnf --changelog update"?

    There used to be a yum-plugin-changelog package which enabled a "--changelog" option to yum to see the changelog diff for updateable packages...

    Is there an equivalent for dnf?

    There sure is, try dnf updateinfo info.
    I don't think this actually displays the same information as is in embedded in the RPMs, like --changelog seemed to do but it is much more structured.
    One can still view that by using rpm -q --changelog <program> | less on an installed or downloaded RPM.

    If it is not there in the plugins, no man page about it and no dnf --help options you can always use rpm.

    [[pinky&brains@secretlayer ~]$ rpm -qa kernel
