I've googled and most of the solutions aren't working. I've checked the ui panel and it says that a dock item should be there, but there isn't. Any suggestions as to what to do to get it working?

I have the same issue and am also looking for the solution.... You've tried reinstalling bash? Can you see the battery indicator before you login? In my case at the login screen the battery indicator is in the dock, but when logged in it disappears.
I had the same issue, I had org.gnome.settings-daemon.plugins.power active set to false, changing it back to true got me the power icon back.

If your computer is a Toshiba Satellite, welcome to club and if you find a solution let us know...
Maybe my post wasn't clear enough, I did solve it. In my case with:
I saw the battery icon before login, and other users on my laptop had it too, just my user didn't. I then looked at what was different between those users and realized I had once set the above to false for my own user (in an attampt to stop the screensaver and power saver from turning on).Code:gsettings set org.gnome.settings-daemon.plugins.power active true
This is with Gnome 3 on Fedora 16.
While this might not be the solution for the problem other people have, at least they should check the value of this setting, because clearly if it is set to false the battery icon doesn't show. So while it is a condition, it's maybe not a sufficient condition.
