libpq-dev libpgport.a for mapserver

I'm building mapserver and it requires libpgport.a that in other distributions is part of libpq-dev but I cannot find it with YUM...

any ideas

libpgport isn't included in the repos, even if it was there would be no .a or .la files as fedora doesn't include static libs.
