You say “new install”: did that include a new profile (rather than reusing an existing ~/.mozilla directory)?

Is that an SELinux thing? I’m not aware of any traditional directory permissions which affect the contained files’ permissions, except sticky and setgid in shared directories.

In the properties dialog, under the “Permissions” tab, there should be a check-box “Allow executing file as program”. That is the option that you want.
