I'm looking for programs that (preferedly) looks like and fills the same functions as MS Access & MS Visual Studio .net. Thanks in advance.

MS Access is... odd. It's a strange combination of database, query manager and report program. There are (as far as I know) nothing else like it; you need to use a database software (such as MySQL), a language to send the query (such as Perl) and cause your querying script to format it nicely with HTML or groff.
As for VS.NET, see Eclipse, KDevelop and/or Qt Designer, depending on what langauges you intend to use. Eclipse is pretty much compatible with everything (with plugins); same goes for KDevelop.

It can even read ms access db files :)

You could also look at OpenOffice, it has "Base" which it touts as an Access replacement.
I have not used it much beyond tinkering though.
