You need this package called w32-codec (http://cambuca.ldhs.cetuc.puc-rio.br/xine/w32codec-0.52-1.i386.rpm).

To install the plugin, I simple install like any other RPM and XMMS should play .wma straight away?

Yes. Do not forget to restart XMMS.

when i install this, will it install it globally so other programs can use the codecs?

Yes, any software medias or browsers will be able to use it. If one of these applications is open during the installation of codecs, you need to restart them.
