When using my USB, I tried to right click, format, and after completing the prompt, the drive (or in this case, the partition of my USB) unmounts (not ejects) and then nothing. I click on it again, it mounts, and everything is there, unchanged, and the filesystem is the same.

The filesystem that I am formatting to also does not matter.

Notes:
- USB is a 16GB kingston, i have not tested this on other removable media storage devices.

How are you formatting it? GUI? Try command options instead and observe outputs.
See this for example:

That worked.

Just tried on SD card. Same results.

1) Plug in your usb device, wait 5-7 seconds.
2) lsblk
3) Lets say /dev/sdb is your 16gb kingston
4)

su
dd if=/dev/zero of=/dev/sdb bs=512 count=4
mkfs.vfat /dev/sdb

Or my favorite console-gui... (does not work with gpt, though)

sudo cfdisk /dev/sdb
