In the Beta version of F19 they had a MATE version that i downloaded and LOVED .. then they released the full version of F19 with *GAG* GNOME 3 which lokos like a heinous tablet OS (imo) ..anyways i was wondering if there was anyway to get MATE ofn the full release of fedora 19?? I have used the MATE webpage(redirects to the MATE wiki install page) which absolutely DOES NOT WORK .... so my main question is how would i get MATE to download/install/ and ultimately load as default in f19 ??

you can try #yum install @mate-desktop
or look for a Mate-spin its nice

It's an option on the DVD install and, I think, on the netinst.

You can download the iso and install MATE.

Yes, MATE and other DE's are an option on the F19 Net Install ISO - F19 Net Install was very smooth, no worries :)
