Hi,

I have a really good suggestion for F18 and I really want to contact a developer to maybe implement it. How can I do so?

Bugzilla is one place, or join one of the FedoraProject mailing lists. (Links above).

Also remember that depending on the package you have the idea about, it may be more appropriate to contact the package developers rather than the fedora / RedHat group. Some are done by RH, but most are done by upstream groups and merely packaged by fedora / RedHat. While there is a certain amount of interaction between the two, going straight to the authors may be a better place to start.
