I was wondering does anyone know where to find a program that limits the amount of bandwidth you are using amongst your programs.

When I used Windows, I had a program called NetLimiter.

Is there anything like that out for Fedora Core 2?

I've tried using that, but it doesn't seem to work for me.

Maybe there is a place on the web?

I've google-d for my answer but to no avail.

Wonder Shaper comes to mind, may want to search on that. If you need to do serious traffic control, you might want to browse Linux Advanced Routing and Traffic Control (http://www.lartc.org/). It's not trivial to setup, but you can tune it exactly how you want with a little work. I recommend using HTB (http://www.lartc.org/howto/lartc.qdisc.classful.html#AEN1072). It's the easiest and does the job pretty well.

I haven't yet seen a graphical application that steps you through the process, but I understand one is in the works.

I too am looking for such a program

I want to limit my output for some of my ports (ftp and ssh servers especially)

Does anybody know of a particular application (or a good how-to for novices) for this? if there is a GUI application it is most appreciated.
