In gnome yes it does, it has something to do with ESD to check if it is running do:

ps aux | grep -i esd

There needs to be 2 entries one for the command you just issued and a instance of the ESD. If there is not I think no sound can be heard, there is a plugin for pulseaudio.

The sounds in gnome apparently are governed by these directories:

Settings for what sounds to play
/etc/sound/events/gnome-2.soundlist
/etc/sound/events/gtk-events-2.soundlist

Where sound themes are stored
/usr/share/sounds

Looking through them the only 2 gnome sound settings recognize are the gnome folder and the freedesktop one.

Putting sound themes there doesn't show up on the sound preferences.

The Gnome pages about it are missing LoL

I'm really starting to think that one needs to install esound for things to work in gnome.

gnome-sound.c

#ifdef HAVE_ESD
static char *esound_hostname = NULL;
static int gnome_sound_connection = -1;
static gboolean gnome_sound_enabled = TRUE;
#endif

what is the esound daemon called?
It seems to be missing from my installation (and may be also from Fedora 12?)

How to fix the blank screen when shutting down? It would good to have a some splash screen when logging out.
