Web Browsers and email clients unable to access the Internet.
Able to get software and updates with no problem.

The IVP6 setting is ignored in the Network Configuration. I have triggered it both ways.
As for the firewall configuration, well it freezes at the splash screen when invoked.

Fedora 12 is the first spin, since Fedora 9, that I was able to get any updates. Versions 10 and 11 could not access the internet with anything, no matter what was attempted.

BTW, I am using Mandriva 2010 to get through here.

Sounds like a DNS problem to me, since yum, afaik, uses IP addresses to connect to mirrors.
There is a setting in Firefox you might try to change:
about:config -> network.dns.disableIPv6
You might also try to add nameserver to /etc/resolv.conf.
