I Created a utility user, basically a user I am going to allow ftp access but not ssh access.

Is there any way I can not make this user an option on the login screen??

I hope I am explaining this right. When the computer boots it shows all the configured users so you can select one to login as. I want this user to NOT be on that list.

Then you want virtual users with your ftp server. Using vsftp?

gdmsetup used to do this - but it recent releases it's been broken by the gnome-clones.
