Today I promised my Fedora partition to fix all it's problem... but it seems that I can't full fill my promise alone

Like the title says, the time is wrong even after I fixed it (multiple times). Every time I set it to New York, it goes back to Asia/Riyadh.

How can I trouble shoot this?

Fedora 9
Hard-drive encryption
Attached picture shows the time off by 4 hours and set to Asia (wrong) while the MAP shows New_York (correct)
