php & mysql in fedora isn't really that much different from other distros.

Setup? Install the mysql-server and php rpms. If you want a webserver install Apache as well.

For development start with the official PHP (http://www.php.net/docs.php) and MySQL (http://dev.mysql.com/doc/) documentation.
