If you're talking about fedora binaries (or executables) then you use yum. Open up a terminal and type:

$ su
# yum install <app>

where <app> is replaced by the application name.

If you want to install windows binaries then you will need to get "wine", which can be installed using the commands above.

Once you have wine, you can execute windows binaries by doing

$ wine blah.exe

or if you're installing a windows program it might look like

$ wine setup.exe

Don't expect wine to be 100%. It is rather hit or miss.

Fedora is a Linux distribution, not a version of Windows. If you really must run a specific .exe file, use Windows. Otherwise, the best choice is to search for a Linux program that can be used for the same purpose as the Windows software. As an emergency solution you may try Wine (http://www.winehq.org/).
