I write software on FC - can I 'legally' use the icons in the /usr/share/icons folder in my application? My apps are based on a 'licenced' non free development language,

An interesting question.

If the icons are licensed under GPL, then should you provide the source code of your application free of charge for everyone to download? Also, if you modify any of the icons, how do you include the original author's name in the icon? Are the icons licensed under GPL, anyway?

This indeed is an interesting question. Maybe you should contact RedHat on this?

It's not the language you use that matters, it's the license of the application you create using that language that matters.

You need to check icon set's license and make sure your application's license is compatible (e.g. under GPL I doubt there'll be any problems).
