Could someone please walk me through how to get my system clock set to the right time with the gov's new time change? I have the ntp's set according to the installation default but they will not resync correctly.

NTP gives you absolute time - that is UMT. Your local system calculates the offset for your time zone.
MAke sure you have all the update (yum update) and then step through system-config-date .

I'd recommend setting the system clock to UTC unless you dual boot Windows.
