what program would I use to convert text with formatting (such as text with curly quotation marks and ellipses) to plain text (text with straight quotation marks "" )

Not sure this will help you are not?
You could use OO to find and replace the alpha characters.
You can try it on a test basis and see if that is what you are looking for?

actually, I have some html files that I'm trying to change the punctuation in. I know I can do search and replace, but bluefish sometimes tweaks out and replaces strange things when doing the search and replace on multiple files. Is there another way other than search and replace? I mean, can I use a program to change the encoding from utf-8 to something that will change the curly quotes to straight line quotes? dunno if it's possible.

sed can do substitution and regular expressions on the command line.

What kind of characters are we talking about? Paste them or their Unicode numbers or something. Because html is just text, I'm not sure what this formatting you are referring to is. Unless you are referring to html character entities.
