After the boot splash screen is displayed, and I press ENTER to enter the GUI install, the second screen I see, directly after the splash, stops.

It gets down to:
Checking 'hlt' instruction... OK.

Then stops there with the cursor light blinking. I've tried leaving it for about 15m, still, nothing.

Any way this can be fixed?

you could try entering the following at the splash screen
linux text

It's not as pretty installing this way, but if it works and gets you on your way than you cares.

I had tried this already, and also tried testing the DVD through "linux mediacheck". Nothing gets past "Checking 'hlt' instruction... OK.".

You can also get helpful info during install time by pressing
Alt+Ctrl+F1, Alt+Ctrl+F2, Alt+Ctrl+F3, and so on, Alt+ctrl+F7 gets
you back to the graphical display. Those are
the linux standard key combos for the virtual terminals.
Fedora's install code prints out different information to each you might want to
look at each one when it hangs like that.
