I am basically wanting to have my wpa_supplicant service start before the network-config service. How can I control the order in which services start?

If you look in /etc/init.d/servicename
you'll find a line:

#chkconfig #### ## ##
Edit the numbers there. The 1st sequence is the runlevels, the 2nd is startup priority and 3rd is the shutdown priority.
After you edit the file, run:

su -
chkconfig --add servicename
chkconfig servicename on
to regenerate the symlinks

Do I need to remove the # in front of chkconfig ??

No, make sure it stays commented, that part's vitally important.
