With an earlier version of RH Linux I was able to access a windows partition with the command
mount -t vfat /dev/hda1 /mnt/W98
where W98 was a directory I had created earlier. It doesn't seem to work from FC4.
Can someone tell me how to access a WindowsXP partition from FC4 please?

I strongly advise to not mount an NTFS partion that contains your Windows system. (you would need to install drivers anyway.)

To share data between windows and Linux dual botted use a fat32 partion.
Do a search for examples on how to mount the FAT32 partion.
