Just what is a keyring manager?

After searching the net, I am about to blow my lid on this one.
What is a keyring manager and how do I use it. Everywhere there is reference to joining some development team, but scant instructions. This must be some old arcane technology, that some folks must think that instructions are no longer needed. Just what is it good for?

Somebody have pity and explain it to this uninitiated person...I feel like, well, ...let me in on the secret of this technology....

If you are using Fedora III I know that there is a helpfile, if you install it, and right click on it. I remember starting to read it, but wasn't something that I used so I quit.
