Hangs on boot with any USB device plugged in

When FC4 is just starting, before it gets to the rhgb mode, when it normally says something like

starting udev:
Initializing hardware: storage network audio done

it instead hangs at audio and never gets to done if there is either my USB mouse or my USB soundcard plugged into my laptop.

What is the problem here and how do I fix it?

go into bios and disable legacy usb support, this normally fixes any issues such as usb devices not working or locking up the system

None here, either. Why is this hanging? It never did with Ubuntu.

In fact, I have exactly the same problem with my usb intellimouse optical under FC4. Some time the system boot normaly, but some times i have to unplug the usb mouse to boot the system and plug the mouse after the boot. I wonder is there any thing can be done to fix this problem.
