External DVD writer mounting with the same scsi address as the internal CDRW

There appears to be an issue with my configuration of the hal and autofs. The normal output of cdrecord -scanbus is something like:

The cdrecorder mounts at /media/cdrecorder. All this works fine.

When I plug in an external usb dvd rw drive; the drive gets mounted at /media/cdrecorder1 this is fine. However, cdrecord -scanbus output shows something like:

This results in me only being able to access the newly plugged in drive.

What configuration controls what scsi addresses are assigned to the newly mounted drive?
How do I fix this so that I can access both drives when an external usb drive is plugged in?
