kernel-devel not generated by rpmbuild for custom kernel.

I have a kernel-module*rpm that needs kernel-devel as a build-time dependancy.
I compiled my own custom kernel with rpmbuild but rpmbuild only made the binary kernel-rpm and the kernel-src.rpm and not a kernel-devel.rpm.

How can I generate a kernel-devel rpm ?
