fdisk and format issues

i've recently decided to reinstall windows and from there set up a dual boot system, i'm running a 2.8ghz/512ddr/80gb fedora core 3 box. A dos bootable disk won't recognise any commands, probably because none of the drives i specify are linux drives and dos doesn't know what a linux partition looks like. my windows cd doesn't want to boot up at start up, probably because of the same problems that the dos bootable disk had. i made a fc3 rescue cd, but i'm afraid i don't quite understand it well enough to make it do what i want. my command prompt does not respond to fdisk, cfdisk, or mkfs. simply put, i want to clean whipe my hard drive so windows can get a foothold. any suggestions?

Windows should not have a problem re-partitioning your hard disk during install???????

Or, if you are still running Linux, you can use "fdisk" to delete the Linux partitions and create a Windows FAT32 partition, the boot the Windows install. However be warned, this will almost certainly wipe out your linux install

i repeat: fdisk, cfdisk, mkfs, and now mkdosfs are unrecognized commands in my terminal. is there something wrong with my terminal? is there someway to make it understand the commands? if i info any of these commands it gives me a nice explanation, and still refuses to accept them as input.
