Apache stops working

Every now and then the httpd server will stop working. I will click reload and its says that it cannot find my page. I have to restart apache and then it will start working. I need some help troubleshooting this. Here is the last part of my log:

Just to clarify, you are trying to access user web sites such as http://localhost/~user but are getting 404 not found?
