How start a topic

I can't find "New Topic" at a Forum I'd like to post to.

How does one find "New Topic" so a new subject can be introduced?

I believe you can't post in all forums, such as closed ones.

if you edit your message, you can chose to delete it..

but I strongly advise you not to do so.. leave your messages for others to learn
