The default permissions on / are
drwxr-xr-x
according to my machine. The 'x' is important for directories.

I don't understand whether you are asking how to use the chmod command. I find it easier to do things like
chmod u+rwx /
chmod g+rx /
chmod o+x /
than to use the numbers.
(I don't know about the famous "sticky bit" )

If the question is about how to log in, use a rescue cd or tomsrtbt. Perhaps you can mount your / directory.

You have two problems. The first is to determine what the permissions on the directories and files should be. If you have another Fedora installation, look at it. The second is how to change the permissions with chmod, which (I think) has been explained. Generally speaking if root is the owner and root is the group and you don't want another user to write into myfile, use chmod o-w myfile. I don't think one can give a general rule about the reading and execution of files by non-root users. They are supposed to be able to read and execute some of them. And there might be some "temp" type files that that must be able to write to. I don't know a way to reset all your files to their former state with a single command.

What type of access do the remote users use?
ie just ftp?

If it's command line access a restricted shell would be better than chmod. Something like rbash.
