Thanks for help.
I find some solutions
But not yet be tested! Hope work!

PS

Here are my steps for reference:
1) Download Fedora Core 3 files
Tips: The following 3 files for installation
FC3-i386-disc1.iso
FC3-i386-disc2.iso
FC3-i386-disc3.iso
FC3-i386-disc4.iso

Note: It seems that only CD ISOs works for harddisk installing because it promopts "CDROM image", but I did not tried

2) Check MUD5SUM
Tips: Use fast MD5 checksum utitlity in http://www.fastsum.com/

ca49964739f84848ca78fc03662272fb FC3-i386-DVD.iso
e5e0328370d899bd77c8d5c7f1bd3ead FC3-i386-SRPMS-disc1.iso
5cf3f9ae84d8d0ec49679618c9cc2236 FC3-i386-SRPMS-disc2.iso
ee5f134b6880145e576c97c3561cd787 FC3-i386-SRPMS-disc3.iso
7c57d517a6b0bb98b58600392f44ef36 FC3-i386-SRPMS-disc4.iso
db8c7254beeb4f6b891d1ed3f689b412 FC3-i386-disc1.iso
2c11674cf429fe570445afd9d5ff564e FC3-i386-disc2.iso
f88f6ab5947ca41f3cf31db04487279b FC3-i386-disc3.iso
6331c00aa3e8c088cc365eeb7ef230ea FC3-i386-disc4.iso
07bb34ce97b62b99f84d32812a2eec75 FC3-i386-rescuecd.iso

3) Make a FAT32 patition and put the ISOs to a folder in it
-- Like E:\FC3

4) Use Deamon Tool to mount FC3-i386-disc1.iso in Windows
Tip: http://www.daemon-tools.cc/dtcc/portal/portal.php
-- Copy vmlinuz and initrd.img to the folder contains ISOs

5) Prepare to use GRUB in Windows
-- Download GRUB FOR DOS from http://newdos.yginfo.net/grubdos.htm
Tip: Download the version 0.2 preview or above
-- Unzip it and copy the file "grldr" and directory "boot" to c:\
-- Modify the file c:\BOOT.INI to add the following in the last line:
c:\grldr="Start GRUB"
-- Modify C:\boot\grub\menu.lst to add new section "title Install Fedora Core 3"
as follows:
title Install Fedora Core 3
kernel (hd0,4)/fc3/vmlinuz
initrd (hd0,4)/fc3/initrd.img

Tips:
hd0 -- The firsr hard disk
4 -- The partition contains ISOs (I have totally 3 partition with a hidden partition at the beginning of the disk, and the ISO is in drive E, the 4th partition (please note that it is a virtual drive instead of a physical partition, but in windows, it will ignore this difference))

6) Reboot

7) When prompting the method to install, Select "Harddisk"

8) In next screen, Select the partition contains ISOs and input the directory contains ISOs (like /fc3)
Tips: Because my E drive is actually the first logical drive in Extension Partition, so it is /dev/hda5

9) Finish the installation
