Well, no actually.
Wine and its derivatives are no emulators. They just translate system calls from windows software to work on linux, but are limited by architecture.

The only way to use windows software on Linux PPC is, by now, the use of qemu. It can be quite a PITA and pretty slow.
Otherwise, give a try to VirtualPC on OSX. That works pretty well.

Try Win4Lin by NeTraverse. It is commercial, but only $90 US. I use it for exchanging ongoing documents in Excel and Word with outside Windows users. I also use Quicken and tax prep software on it. One possible drawback, for the time, it is limited to Win95/98/2000. I hear that NeTraverse is close to releasing a program that will run XP.

So you have a Mac (PowerPC), running Linux and you want to launch Windows programs on this machine...

...sounds like you lack commitment son.

Seriously, it's not that what you're trying to do isn't impossible, it's just not practical and surely not efficient. Most folks would go with a PC and use dual-boot, but if you're just fooling around, you might want to run a PC emulator under Mac OS X that can virtualize Linux and/or Windows. Something like that would allow you to have simultaneous access to OS X, Linux and Windows.

VMWare does Not run on Fc3 PPC (similar apps either)
but GuestPC or Virtual PC run on OsX (very slow)

Wine shuld run i guess ...
