This really doesn't say much.

For one thing, it compares the kernel to all of XP, which does considerably more. And it's just making an educated guess at the number of bugs in XP. And it doesn't rank bugs according to security or severity.

I read the article too, it doesn't really say much besides we all already know Linux is more stable than windows itself; and I quite frankly would expect a lower bug ratio for an OS than I would for run of the mill products like a word processing program.
